Responsive Reading Instruction for Middle and High School Students
Jan Hasbrouck reminds us that even when students can decode accurately, many still struggle to read grade-level text with enough automaticity, phrasing, and stamina to support comprehension. Secondary fluency is not about speed; it’s about freeing cognitive space so students can think deeply, make connections, and engage with increasingly complex texts.
“Fluency doesn’t guarantee comprehension, but it’s going to be pretty hard to have comprehension without fluency.”
As texts become longer, more complex, and vocabulary becomes more challenging in upper elementary, middle school, and beyond, fluency practice remains essential for building strong comprehension. Students who continue working on fluency are better equipped to tackle the demands of increasingly difficult academic texts.

CESA 6 Payment Policy for Event Registrations
CESA 6 accepts credit card payments for all event registrations. If you are unable to complete your registration using a credit card, please contact Amy Ruppert at aruppert@cesa6.org for assistance with alternative arrangements.
Please note that an alternative payment method or purchase order must be received before your registration can be confirmed. All registrations must be finalized before the event date.
Alternative payment methods may be approved under the following circumstances:
Cancellations for Events
Participant Cancellations: Cancellations must be submitted in writing by emailing events@cesa6.org. Registrants who cancel at least 14 calendar days prior to the event start date are eligible for a full refund, minus any non-refundable service or material fees. Cancellations received 7 to 13 calendar days before the event will be eligible for a 50% refund. No refunds will be provided for cancellations made within 7 calendar days of the event. Participants who do not attend without prior notice ("no call, no show") will be charged the full event fee.
Event Changes or Cancellations by CESA 6: CESA 6 reserves the right to change or cancel an event due to unforeseen circumstances, including but not limited to low enrollment, presenter availability, or other factors beyond our control. Participants will be notified promptly via email and offered either a full refund or a credit toward a future event.
Registration Transfers: Registrations may be transferred to another individual from the same organization at no additional cost. Please contact us at least 48 hours before the event start date to request a transfer.

Education Consultant & Author

Bio: Dr. Jan Hasbrouck is a researcher, educational consultant, and author. She was a reading specialist and literacy coach for 15 years before teaching at the University of Oregon and later becoming a professor at Texas A&M University. She served as Executive Consultant to the Washington State Reading Initiative and as an advisor to the Texas Reading Initiative. Dr. Hasbrouck has provided educational consulting to individual schools across the United States as well as internationally, helping teachers, specialists, and administrators design and implement effective assessment and instructional programs targeted to help low-performing readers.
